probably have been further attempts to raise rents

and evict persons who have their permanent residence

in the Colony in favour of refugees who are

possessed of more means.

I accordingly considered it advisable to

press through the present legislation with all

speed, so that it may come into force immediately.

I will forward to you in due course a copy of the

Ordinance as passed together with the Attorney

General's report thereon. I append a copy of

a report of the speech made by the Attorney General

when introducing the Bill.
